對於伊朗遲遲不宣布與阿曼達成的重新開放霍爾木茲海峽協議，特朗普未表現出任何憤怒或不滿，僅表示「低調」處理伊朗問題。特朗普指，美方現在與伊方他們進行「半吊子的談判」，美方在觀望伊朗的局勢，認為伊朗面臨著嚴重的通貨膨脹，而且資金短缺。

特朗普強調，伊朗經濟狀況「非常糟糕」，沒有錢支付軍隊薪餉，而美國海上封鎖已加劇伊朗政權的經濟危機。特朗普稱，由於油價跌至每桶略高於 75 美元，美國消費者感受到的戰爭帶來的痛苦已減輕。特朗普對美伊博奕表示，「事情會解決的。總是會解決的。這就像下棋一樣」。

伊朗提出開放海峽條件

伊朗最高國家安全委員會秘书佐爾加德爾8日提出重新開放海峽的新條件，而有關條件是在阿曼協議中談判達成的條件之上增加的，美國必須「永遠不要用任何語言威脅或侮辱伊朗」、「永久結束對伊朗及其在黎巴嫩、加沙、也門和伊拉克的盟友的戰爭」、「解除對伊朗的海上封鎖」，並從伊朗周邊撤出軍隊等，還要求對戰爭損失進行全額賠償，解除所有制裁，並釋放所有被凍結的伊朗資金。

伊朗外交部長阿拉格齊（Abbas Araghchi）9日表示，目前伊朗沒有與美國進行任何談判。在美國停止違反諒解備忘錄的行為並對相關違約行為作出補救之前，伊朗方面認為雙方不具備重新啟動談判的可能性。
